As many as 380 general cadre doctors of BPS-17
were p
romoted to BPS-18 through Departmental Promotion Committee (DPC) of the Health Department, Government of
Sindh. The ceremony was held on June 23, 2016 in Karachi. The notification for 297 of these doctors has still not been issued even after a lapse of eight months. The delay speaks volumes of the negligence and lethargy of the
Sindh Health Department. The lack of the notification has caused the p
romoted doctors keep serving in their old capacity in the BPS-17.

A p
romoted doctor infor
med media, “We have been denied our basic right to promotion to next grades despite eligibility and fulfillment of all required formalities.” The same doctor further said that 83 Woman Medical Officers (WMOs) of BS-17, who
were junior to them and
were p
romoted with them to BS-18, their notification has been issued two months before b
ut they are being unfairly treated for unknown malafide intentions and reasons.
According to the policy made by Dr Saeed Mangnejo, the then Health Secretary, those doctors who
were recruited on regular basis in 2003
were p
romoted in January 2016 but despite this fact many doctors
were not considered because they
were born after 01.01.1965. Hence, the Health Department violated its own declared policy. The same affected doctor further said in light of this policy, one doctor having domicile of Naushehro Feroze was p
romoted to BS-18, having date of birth of 1968, which is a blunder.
He further said that even WMOs appointed through
Sindh Public Service Commission (SPSC) in 2009 have been p
romoted to BS-18 which is a violation of standing service rules. The doctor further claimed that several doctors have crossed 50 years of age with 22 years of active government service, b
ut they have not been p
romoted which can be termed inhuman. He further said that they are serving in remote and rural areas of
Sindh without any other fringe benefits.
It is an established fact that doctors should be p
romoted after five years of first entry into government service, but in
Sindh, they have to protest for obtaining their legal rights or they achieve the same through illegal means by paying huge amounts as bribe which shows that there is no writ of law. These affected doctors have demanded that justice be done to them and their seniority be determined with those doctors who
were p
romoted to BS-18 and their notification was issued in January 2016 due to a large number of posts lying vacant in
Sindh for BS-18 doctors. Doctors have also demanded issuance of promotion notification forthwith.
