ISLAMABAD: The Sub-Committee of the Public Accounts Committee (PAC) on Friday directed the Secretary Cabinet and Capital Development Authority (CDA) chairman to hold an inquiry against officials involved in awarding contract of Diplomatic Shuttle Services to the contractor on nominal rent.
After the report of inquiry, the committee will decide to refer the matter either to the National Accountability Bureau (NAB) or the Federal Investigation Agency (FIA) for further investigation, said Shafqat Mahmood while chairing the meeting of the sub-committee to review the audit paras of Capital Administration and Development Division for fiscal years of 2010-11.
During the meeting, an audit official told the committee that the CDA awarded contract of Diplomatic Shuttle Services to the contractor at cost of Rs 44,444 per anum and leased 4.5 acres land. He said that CDA did not implement PAC’s directions and quoted that in earlier meeting it had also directed the CDA to initiate fresh bidding to ensure a transparent contract award for the Diplomatic Shuttle Services in accordance with PPRA rules.
He further stated that PAC also sought report from NAB, questioning on what grounds the Bureau had cleared the case of M/S Diplomatic Services. PAC had also ordered to seal CDA’s Record Room and directed NAB and FIA to probe the missing files case.
He informed that CDA also did not produce the original record of this contract file to the audit. To this,chairman of the committee, Shafqat Mehmood, directed the Chairman CDA to register FIR of the missing file with FIA, so that responsible could be convicted. He also directed the NAB officials to submit report on what grounds this faulty contract file was closed or cleared in the next meeting.
Director of Municipal Administration told that the CDA invited fresh bids for awarding contract but petitioner got stay of dispossession from the court. Mian Abdul Manan Member of the committee asked the Director submit your stance in writing about this contract to them in next meeting.
Secretary Cabinet told that Show Cause Notices have also been issued to the Board Members who approved this contract and which caused a loss to the national exchequer. The Committee directed the Secretary Cabinet to move a summary to the Prime Minister for restructuring of existing CDA Board for enhancing the civic body performance.
